The position exists to ensure the project is implemented in a timely & professional manner, according to objectives, goals & indicators, in line with WFP and donor requirements & based on beneficiary needs. The post holder, community Mobilizer, under the overall guidance of the Area Coordinator, will provide crucial project & operational support in the implementation WFP activities Harardheer Field office . The incumbent will be responsible for social /community mobilization in the target sites; for the implementation of project activities and in coordination with project staff; for networking and coordination with other stakeholders, collection of data and information on target households under the WFP Relief programme. The key tasks S/he will undertake include:
MAIN TASKS
1. Programming/Program implementation
1.1. Together with the local government and communities, producer groups and all the stakeholders facilitate the mobilization, formation, and institutionalization to improved production, food security and nutrition in assigned areas.
1.2. Mobilize communities in the project areas to participate in the planning, implementation, monitoring and learning of the project related interventions.
1.3. Conduct periodic context and needs assessment related to livelihood and food security of the target groups in targeted locations.
1.4. Conduct outreach activities in the project locations including community-based giving sessions concerning the project’s activities and goal to ensure communities are in participate in the design.
1.5. Participate in mobilizing stakeholders during baselines, evaluations and other programming activities and support the Project Officer in data analysis.
1.6. Responsible for the identification, selection and registration of all project beneficiaries based on the approved criteria.
2. Networking, Partnering and Advocacy
2.1. Serves as the community organizer and mobilizer in assigned areas and shall be responsible for facilitating advocacy activities in the communities including detailed planning, implementation, monitoring and learning of the project related interventions.
2.2. Sustains and enhances established partnerships accomplished with the project and community stakeholders.
2.3. Promote community participation through establishment of community linkages that recognize positive contribution to program interventions.
2.4. Organise and participate in all project events (practical trainings on collaboration between the local government and communities, consultations with communities, mobilization of youth, community design workshops)
2.5. Develop and maintain close working relationships with the community leaders and the local authorities in the project area.
3. Program Reporting
3.1. Prepares and updates activity reports within standards and time schedules of the project
3.2. Provides timely field reports based on feedback/observation from the ground to ensure that correct information guides the decisions of the team
3.3. Track and document the organizational and development milestones in assigned areas and identify significant influencing factors. Use these analyses for planning and implementation of appropriate support interventions.
3.4. Compile timely and regular progress and final reports.
4. Program / Humanitarian Accountability – to affected populations (AAP)
4.1. Act as a focal point for Community Response and feedback Mechanism (CRM) and ensure proper documentation. The Officer will manage key field-level accountability mechanisms, routinely analyse community feedback, generate trend reports, and capture lessons learnt and best practice for internal and external learning as well as use in future designs.
4.2. Spearhead the implementation of strategies to achieve improvement in community engagement, information-sharing, community participation, complaints and feedback mechanisms by supporting the programme teams to develop contextualized complaint and response mechanism to improve accountability to affected populations (AAP), as well as current project implementation and future programming conform to common humanitarian quality standards (CHS).
4.3. Monitor adherence of NCA and partner projects and programs to Common Humanitarian Standards (CHS).
REQUIRED QUALIFICATIONS:
Education:
• University Degree in Community Development, Social work and social administration, or any other closely related qualification.
Work Experience:
• At least 5 years proven experience implementing Food security Livelihoods and economic empowerment, Humanitarian response in both development and humanitarian contexts. Agricultural value chain analysis and development preferably in Somalia.
• Demonstrated experience in community mobilization, trainings monitoring of programs and reporting of activities will be required.
• Knowledge and experience working in conflict areas
Skills:
• Working Knowledge on Results Based Management (RBM), Do No Harm (DNH) and Core Humanitarian Standards.
• Excellent verbal and written communication skills (fluency in both English and Somali required).
• Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
Character:
• Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
• Ability and willingness to work and travel throughout Harardhere district of Galgaduud region, Galmudug state of Somalia.
• Ability to multi-task and effectively handle stressful situations.
• Ability to work independently and with minimum supervision
Language:
• Excellent spoken and written English
