Qualification Bachelor’s in civil engineering with an accredited university & registration as a professional engineer with an internationally recognized institution is required, a post graduate qualifications in areas relevant to the position requirements is desirable (essential).
Sector experience Minimum of 7 year/s of demonstrable relevant experience in civil engineering including substantial experience in construction supervision of bridges with prestressed elements, supported with prestressed bridge design experience (essential).
Geographical experience Minimum of 7 year/s of experience in Somalia (essential).
Languages Fluent in English (essential).

Overview of position Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia. The government of Somalia, through the Benadir Regional Administration (Mogadishu) representing multiple cities has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective municipalities under the project. The works involve construction of urban roads to bitumen standards, construction of bridges / drainage works & installation of streetlights, by the contractors engaged by the respective PIU. Our client assists the PIUs in the contracts management, supervision of works implementation by the contractors as well as in other technical areas related to the project activities. The scope of our clients engagement is to provide technical assistance to the PIUs in the works implementation & contracts managements in the areas of design review, technical supervision, performance monitoring, quality control etc., as well as contributing to PIUs capacity building.

 

 

Role objectives The Bridge Engineer specific tasks will include:

  • Review the contract documents including the designs made available by the client & develop the contract management & construction supervision framework for the bridge construction works supported with the Quality Assurance (QA) & other compliance requirements.
  • If the contract documents review found gaps or the need for design modifications, advise the PIU with recommendations / suggestions which might be considered for the necessary corrective interventions & for appropriate actions.
  • Review the works contractor submitted work plan & the contract execution documents & advise the PIU for appropriate actions.
  • Assess the design modifications proposed by the contractor taking into consideration of technical, contractual & operational aspects & advise the PIU for appropriate actions.
  • Supervision of the bridge construction with prestressed elements & associated contract management activities, execution of QA activities & manage implementation of the approved environmental social management plan activities at site.
  • Ensure compliance to internal processes & procedures (QA, quality control), health & safety, environmental management etc.), promote consistency & industry best practices & conform to all design standards & code requirements of work.
  • Assist the PIU in the assessment of the contractors progress claims for payments, delay claims, variation requests etc.
  • Participate in site meetings organised by the PIU, prepare site instructions & variation orders, represent our client at the site & prepare periodic progress reports.
  • Demonstrate a proactive, collaborative approach with project team members, client representatives, consultants, contractors & other stakeholders as appropriate for the project.
  • Act as the Resident Engineer for the bridge construction work managing our clients technical support, resources & being the primary point of contact for the PIU team.
  • Ensure skill transfer & on the job training opportunities for the counterpart staff provided by the PIU / municipality.

The Bridge Engineer must be competent to produce the following outputs:

  • Bridge design documents & contract documents assessment report.
  • Contract management plan & the defects liability maintenance plan.
  • Bridge construction progress updates & reports.
  • Provision of high level technical advice to the PIU & other stakeholders as required during the preparation & work execution phases.
  • Assessment reports on contractor submitted work plans, design modification proposals, progress / variation claims etc.
  • Provide technical input to the preparation of operation & maintenance plans.
  • Contract close out report.

 

 

Project reporting This role reports to the line manager.
Key competencies
  • Bachelor’s degree in civil engineering with an accredited university & registration as a professional engineer with an internationally recognized institution is required, a post graduate qualifications in areas relevant to the position requirements is desirable.
  • More than 7 years of post qualification experience in civil engineering is required including substantial experience in construction supervision of bridges with prestressed elements, supported with prestressed bridge design experience.
  • Design & construction supervision experience in prestressed highway bridges designed to British standards such as BS 5400 is preferred.
  • Excellent command of the English language (oral & written) is required.
Team management This role has no team management responsibility.
