Job Description

JOB SUMMARY   

The Senior Program Manager (Sr. PM) is responsible for leading the operational implementation of the LEARN project with a primary focus on managing engagement and activities with IMC country offices. Through oversight of the LEARN Regional Program Specialists, this includes organizing and overseeing field-based activities in close coordination with country missions and partners, ensuring adherence to the approved workplan deadlines while maintaining the highest quality standards. The Sr. PM proactively identifies and addresses issues and risks related to project implementation, facilitating programmatic adjustments as required. The Sr. PM will support grant administration by ensuring quality program implementation in coordination with the DCOP and other project leads, while rigorously maintaining compliance with donor regulations and grant requirements.

MAIN TASKS AND RESPONSIBILITIES 

Project Management and Oversight 

  • Lead the operational implementation of the LEARN project, focusing on managing engagement and activities with country offices while working closely with the LEARN technical team to ensure implementation stays aligned with technical planning.
  • Organize, coordinate, and oversee field-based activities in alignment with country missions and project partners, ensuring timely delivery against the workplan.
  • Proactively identify challenges, risks, and issues affecting project implementation and facilitate necessary adjustments to mitigate impact.
  • Coordinate consortium member activities to ensure stringent compliance with U.S. Government grant requirements, including overseeing subaward management and troubleshooting consortium-related challenges.
  • Ensure cross-departmental collaboration and support to facilitate smooth implementation of project activities.
  • Guarantee that all field activities strictly adhere to IMC security protocols, risk mitigation measures (such as RAMPs), and safeguarding policies, including PSEA and other safety plans.
  • Supervise the LEARN project Regional Program Specialists for the West, Central, East and North Africa and the Middle East country portfolios.

Consortium and Partner Relations 

  • Build and maintain effective partnerships with selected L/NNGOs and key stakeholders to foster effective cross-collaboration.
  • Support the DCOP with communication tools for donors and stakeholders to avoid duplication and ensure alignment across program components.

Monitoring, Evaluation, and Learning 

  • Collaborate with the Monitoring and Evaluation team to capture feedback, measure progress, and report on project outcomes.
  • Use data and insights to inform adaptive project management and continuous learning initiatives.

Logistics and Financial Oversight 

  • Through the Regional Program Specialists, oversee logistical arrangements for training activities, including venue and supplies procurement, translation services, and related financial processes.
  • Support grant administration processes and provide mentorship to LEARN IMC and consortium team members to enhance their capacity in grants management.

Job Requirements

MINIMUM QUALIFICATIONS 

  • Typically a Master’s degree in international development, international affairs, or a related field. Equivalent relevant education and experience may be substituted.
  • Minimum 10+ years of progressively responsible experience managing programs internationally and/or domestically.
  • Extensive experience with program and grants management, especially U.S. Government funded projects.
  • Demonstrated background in local capacity strengthening and training in humanitarian contexts.
  • Proven experience supervising remote and field staff, with a focus on performance management, capacity building, and team performance to achieve program objectives.
  • Familiarity with humanitarian sector dynamics, from IMC field and HQ exposure.
  • Strong interpersonal, leadership, and communication skills (oral and written).
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Commitment to program quality and experience with managing compliance with donor regulations, including U.S. Government Rules & Regulations, CFRs, and/or AIDAR.
  • Willingness and ability to travel up to 35% in humanitarian settings.
  • Fluency in beneficiary languages such as French and Arabic is highly desirable.
