Background – Horncenter (HC) Dialogue Project
Horncenter (HC) is an independent, non-profit think–do–tank in Somalia focused on governance, peacebuilding, research, community development, media, and partnerships. Its mission is to bridge the gap between research, policy, and practice through inclusive governance, dialogue, and sustainable peace initiatives. HC works closely with Somali civil society (PDRC, APD, etc.) and international partners (FCA, SSF). Programs align with frameworks like the Wadajir Framework and the National Reconciliation Framework.
Purpose of the Tender
HC seeks reputable, experienced car hire firms registered under Somali law to provide transportation services for staff and assigned non-staff. Services are required in Galkacyo, Wisil, Heraale, Galinsoor, and Bahdo districts. The contract will run for one year, renewable annually based on performance.
Scope of Work
- Provide rental car services with driver, covering HC offices and broader Somalia.
- Vehicles required: 4×4 pickups and minibuses/vans with minimum 7 passenger capacity.
- Services must be available 24/7, including holidays, with flexibility for emergencies (elections, crises, etc.).
- Contractor must provide replacement vehicles in case of breakdowns or maintenance exceeding one day.
- Modifications may be requested (e.g., benches for escorts).
Requirements for Contractors
- Experience: Minimum 2 years in car hire business. Vehicles must be owned, not franchised.
- Vehicle Standards:
- Sound mechanical condition and safe to operate.
- Clean interior and exterior, with “as new” condition.
- Equipped with spare tire, tools, seatbelts, fire extinguisher, emergency warning device, heating/cooling system.
- Fully registered with Somali authorities, log book copies required.
- Reliability:
- Contingency vehicles available for breakdowns or accidents.
- Drivers:
- Minimum secondary education.
- At least 2 years of commercial passenger vehicle experience.
- Trained, tested, uniformed, and carrying valid Somali licenses/ID.
- Must follow safety standards (no phone use while driving, no unauthorized communication).
- Polite, professional, client-oriented behavior required.
- HC reserves right to reject drivers if deemed unsafe.
- Insurance & Documentation:
- Contractor responsible for all insurances, licenses, and registrations.
- Vendor liable for security incidents related to vehicles or drivers.
Service Conditions
- Daily working hours: 07:00–19:00 (12 hours).
- Vehicles available during official holidays (Fridays, Eids).
- Expected mileage: ~400 km per month per vehicle (log book required).
- Vendor responsible for all maintenance and repair costs.
- Vehicles used exclusively for HC business during contract hours.
Performance Measurement
- Punctuality and safety are critical.
- Contractor cannot make side-arrangements with HC staff.
- HC and contractor will agree on performance indicators.
- Zero tolerance for delays, safety breaches, or misconduct.
Evaluation Criteria
- Mandatory Documents:
- Certified business registration.
- Certified tax registration.
- Vehicle ownership documents.
- Signed HC Supplier Code of Conduct.
- Financial Proposal:
- Detailed rates in USD per day per vehicle type.
- Base cost and tax separated.
- Payment terms must include credit period.
- Submission Rules:
- Bids must be in two separate parts: Mandatory requirements and Financial proposal.
- Combining both = automatic disqualification.
Safeguarding and Compliance
- HC has Child & Adult Safeguarding Policies and zero tolerance for abuse, aid diversion, or illegal activities.
- Vendors must comply with Anti-Money Laundering and Anti-Terrorism Financing laws.
Schedule of Vehicle Needs
- Pickup 4×4 vehicles (with driver + fuel):
- Routes: Dhuusamareb ↔ Galkacyo, Wisil, Bahdo, Galinsoor, Heraale.
- Minibus/Van 4×4 vehicles (with driver + fuel):
- Local transport within Galkacyo, Wisil, Bahdo, Galinsoor, Heraale.

Submit your bid via email to procurement@horncenter.so. Hard copy delivery at HC, HC Dhuusamareb Office by 29th of October, 2025 before 16.00 pm
Please note that proposals should be submitted in two distinct/separate attachments, namely Mandatory Requirement and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)
