About the Company:
1.1. National Fiber Optic Company (NFOC) is reasonably formulated company to own, manage and operate the National Fiber Backbone Network connecting major cities of Somaliland Republic. The backbone covers more than 1,200KM stretching from Djibouti Port City all the way to the main urban areas of Somaliland and Metro Fiber Network, which will cover the following services:
6.2.1. Managing and operating Backbone Fiber infrastructure.
6.2.2. Managing and operating the terrestrial and metropolitan cables.
Job Summary
The CEO is responsible for the success of The Company. The CEO assures the accomplishment of the Company mission and vision, and the accountability of the Company to its investors.
The Board delegates responsibility for management and day-to-day operations to the CEO, and he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The CEO provides direction and enabling to the Board as it carries out its governance functions.
Accountabilities:
1. Legal compliance
a) Assures the filing of all legal and regulatory documents and monitors compliance with relevant laws, regulations, decrees and agreements.
b) Enforcing adherence to legal guidelines and in-house policies to maintain the company’s legality and business ethics
2. Mission, policy and planning
a) Helps the Board determine the Company values, mission, vision, and short- and long-term goals.
b) Keeps the Board fully informed on the condition of the Company and on all the important factors influencing it.
c) Identifies problems and opportunities and addresses them; brings those which are appropriate to the Board and/or its committees; and, facilitates discussion and deliberation.
d) Informs the Board and its committees about trends, issues, problems and activities in order to facilitate policy-making. Recommends policy positions.
3. Management and administration
a) Making major corporate decisions and managing the company’s overall operations and resources.
b) Provides general oversight of all the Company activities, manages the day-to-day operations, and assures a smoothly functioning, efficient organization.
c) Assures program quality and organizational stability through development and implementation of standards and controls, systems and procedures, and regular evaluation.
d) Evaluating the work of other executive directors within the company.
e) Assures a working environment that recruits, retains and supports quality staff and trainers. Also assures process for selecting, development, motivating, and evaluating the staff.
f) Recommends staffing and financing to the Board of Directors. In accordance with Board action, hiring personnel, negotiates professional contracts, and sees that appropriate salary structures are developed and maintained.
g) Maintaining awareness of the market landscape, expansion opportunities, industry developments, etc.
h) Monitoring how various departments of the company operate and how they work together to achieve overall goals.
i) Creating a positive culture in the company and maintaining an excellent and motivating work environment.
4. Governance
a) Helps the Board articulate its own role and accountabilities and that of its committees and individual members, and helps evaluate performance regularly.
b) Works with the Board Chairman to enable the Board to fulfill its governance functions and facilitates the optimum performance by the Board, its committees and individual Board members.
c) With the Board Chairman, focuses Board attention on long-strategic issues.
d) Manages the Board’s due diligence process to assure timely attention to core issues.
5. Business Intelligence
a) Select and establish Key Performance Indicators for all operational and support sectors of the Company.
b) Establish and maintain a monthly reporting of these KPI to the Board of Directors
6. Financing
a) Promotes programs and services that are produced in a cost-effective manner, employing economy while maintaining an acceptable level of quality.
b) Prepare monthly management accounts of the company, including, financial statements, and send a copy to the Board of Directors within 10 business days of the end of each month.
c) Submit quarterly financial statement for the company in the same form above.
d) Maintain accurate and complete accounting and other financial records.
e) Oversees the fiscal activities of the organization including budgeting, reporting and audit.
f) Works with Board to ensure financing to support short- and long-term goals.
7. Community relations
a) Facilitates the integration of the Company into the fabric of the community by using effective marketing and communications activities.
b) Acts as an advocate, within the public and private sectors, for issues relevant to the Company, its services and constituencies.
c) Listens to clients, volunteers, donors and the community in order to improve services and generate community involvement. Assures community awareness of the Company response to community needs.
d) Serves as chief spokesperson for the Company, assuring proper representation of the Company to the community.
e) Initiates, develops, and maintains cooperative relationships with all the regions.
f) Works with legislators, regulatory agencies and any Government authority in the operational territories.
Qualifications, Skills & Experience:
· The ideal candidate for the Company vacancy should hold as a minimum a Bachelor’s degree in Telecommunications / ICTs or higher diploma. Possession of an advanced degree and / or an MBA will be desirable
· Professional qualification/certification in Managerial and related disciplines.
· At least ten years’ experience with a minimum of five years in a commercial role at senior management level.
· P&L Management.
· Five or more years’ managerial experience in Fiber Optic Cable Network and Technology.
· Excellent communication, presentation and organizational skills.
· Successful background with stakeholder management.
· Fluent in English.
