What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with the International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The HR Officer is responsible for HR administrative activities, supports in recruitment, performance management, training, and plays a key role in dissemination of and implementation of HR policies and procedures. The incumbent provides HR services in line with the ICRC’s and the delegation’s policies and the applicable laws and regulations. This is a resident/National position based in Mogadishu, with frequent work-related travel to all ICRC offices within Somalia.
Accountabilities & functional responsibilities
HR Administration and Compliance
- Ensures individual personnel files both, electronic and paper, comply with standard structuring and that they are regularly checked and updated
- Complies with all HR administrative procedures and regulations and follows up on the priorities in the HR quality assessment
- Acts as back up to support updating all payroll variables in the payroll docsets in line with defined deadlines
- Updates and maintains relevant HR databases with relevant HR information
- Supports in disseminating HR procedures, guidelines and regulations to employees and line managers
- In liaison with Head’s of Offices follows up with the respective authorities for annual compliance checks
- Supports in updating and providing data on HR related metrics
- Follows up on the HR service requests in a timely manner
- Provides administrative support on all day to day HR requests and queries between staff and HR department
Contract Management and Time Management
- Supports in drafting employment agreements and any HR related correspondence
- Follows up on issuance of employee documentation to new hires, and follows up to ensure accurate completeness of the respective documents
- Supports in recording, updating and monitoring absences on behalf of employees
Onboarding and Development
- Liaise with the HR Officer incharge of learning and development to follow up on training requests on behalf of staff
- Provides briefings to new staff in the field and accompanies them during the first months of employment
- In collaboration with the HR unit, contribute to the input in the onboarding programme and suggest improvements
Certifications / Education required
- Bachelor’s degree in human resources management or any related field or equivalent qualification in a business-related field
Professional experience required
- 4 years’ work experience in a generalist role, previous experience as Trainer will be an added advantage
- Sound knowledge of Somalia labour laws & customs
Desired profile and skills
- Experience working in a multi-cultural setting and working with diverse teams
- Must be fluent in written and spoken English and Somali language
- Excellent analytical skills and must demonstrate high levels of attention to detail and accuracy
- Experience of a flexible approach to managing and prioritizing workload and multiple tasks in a fast-paced environment with tight deadlines
- Strong and effective communication skills, with proven ability to negotiate and influence change, with cultural sensitivity
- Is particularly aware of the confidential nature of HR related information and treats it with a high degree of care
- Willing to travel frequently within Somalia
