BACKGROUND AND CONTEXT
Windle International Somalia implements Empowering Women Though Investment and Inclusion Networks in Somalia. The Somali
economy relies heavily on productive sectors agriculture, livestock and fisheries sectors, which face numerous challenges including
limited access to markets and services regionally and internationally. Despite these obstacles, these sectors remain crucial for
economic development and poverty reduction. Women play a significant role in micro-enterprises, particularly in rural areas, but face
barriers such as limited education and access to credit and proper promotional Centers. While women-owned businesses are on the
rise in almost all regions of Somalia and women are becoming a significant force in the local economy through their numbers,
potential employment opportunities, and diversification of economic activities, these businesses remain predominantly small-scale and
informal due to challenges that include lack of promotion Centre for women in business.
These women encounter significant barriers to engaging in e-commerce, including limited access to physical infrastructure and
workspace, inadequate technological tools, unreliable internet connectivity, and the absence of tailored business advisory services and mentorship opportunities.
Therefore, Windle International Somalia is inviting the services of a qualified and experienced supplier to undertake the renovation and full equipping of the Women’s Promotional Centre. The selected supplier will be responsible for ensuring that the facility is upgraded to meet functional standards, providing a safe, accessible, and conducive environment for women’s empowerment activities. In addition to structural renovation, the scope of work will include the provision of essential furnishings, technological tools, and equipment that enable the Centre to serve as a hub for training, mentorship, and business development.

Outcome: To enhance women’s perspectives in business dialogue
Output: Women’s collective efforts in cooperatives, sector groups, and associations ensure transparency in financial transactions and
coordination activities.
The Proposed Intervention RENOVATION AND EQUIPPING OF WOMEN’S PROMOTIONAL CENTRE
Bidders must meet the following minimum requirements supported by relevant documents at submission and will be considered in
evaluation as technical offer & financial offer evaluation.
A: TECHNICAL OFFER
❖ The bids must be valid for a period of at least 120 days from the date
❖ Proof of works of similar magnitude and nature undertaken in the last 2 years with at least 1 year of specific experience.
❖ Must be a registered company (Attach copy of Certificate of Incorporation).
❖ Must be registered with the relevant National Construction Authority relating to the above works. This proof shall be
attached.
❖ Attach details of similar works completed within the last five years giving details of clients who may be contacted for more
information, amount and status (completed or ongoing).
❖ Attach list of relevant equipment’s owned/hired/leased and skilled staff (Site Manager, masons and other necessary
experts).
❖ CVs, Academic certificates and professional certificates of professional personnel or staff you intend to work with MUST be
attached.
❖ Must be willing to engage at least 80% of unskilled labor from the local community. Sourcing of locally available high-quality
materials is highly encouraged.
❖ Attach a detailed program of works showing contractor’s proposed schedule of undertaking the rehabilitation/construction
works.
B: FINANCIAL OFFER
❖ Attach PIN/VAT registration and Tax Compliance Certificates.
❖ Attach Audited Accounts for the last two (2) years) or bank statement for the last 6 months.
❖ Attach a copy of Company ownership form.
❖ Attach dully filled WISOM Business Questionnaire.
❖ Duly filled BoQ/Bids that MUST be in $ US Dollars
