The University of Hargeisa (UoH) was founded in 1998 and became operational in 2000. Today, it holds a paramount role in the educational landscape of Somaliland as the national university, established under a presidential charter. As a publicly chartered institution, it operates under the legal framework provided by this charter, signifying its magnitude and authority within the nation’s higher education sector.
The main objectives established at the University of Hargeisa include teaching, research, and community outreach services. The Legal Clinic (LC), Human Rights Centre, established in 2002 with support from UNDP, operates under the umbrella of the university. It is now the leading department providing community outreach services, particularly in legal assistance, gender-based violence (GBV) support, child protection, and community-based protection services. These services are extended to refugees, asylum seekers, returnees, internally displaced persons (IDPs), stateless individuals, and the wider host community within the ambit of Somaliland.
LC, Human Right Centre was become a Partner for UNHCR in 2006. Since from that period the Centre works with UNHCR as partner. This makes UoH, LC, Human Rights Centre one of the oldest local partners of the UNHCR Somaliland office today. During that period, the LC, Human Rights Centre have been committed to the community-driven protection throughout the regions of Somaliland.
In 2025, the LC, Human Rights Centre partner with UNHCR to implement the “Strengthening the Protection Environment for Refugees through Targeted Assistance” project. This initiative focuses on gender-based violence (GBV), child protection, legal assistance, community-based protection, and support for individuals with specific needs. The project’s aim is to enhance the protection environment for forcibly displaced persons (FDPs), stateless individuals, and the host community as a whole.
The rehabilitation and renovation of the office premises aim to enhance the facilities for better service to the community. In line with this objective, the University of Hargeisa invites qualified bidders who meet the requirements and specifications outlined below to submit tenders for the rehabilitation and renovation of the Legal Clinic – Human Rights Centre office premises.

- General remarks and special conditions
- Interested bidders must be registered, and a holder of a valid business registration license and tax clearance certificate.
- The bidder must be in possession of a qualified technical team able to perform the desired work perfectly and to the required technical standards.
- The bidder must have at least one Engineer, Site Supervisor, or Foreman with a degree in Civil Engineering and a minimum of 3 years of experience. Additionally, the bidder must submit the CV and certification of one construction engineer (civil engineer) who holds a degree in Civil Engineering and has at least 3 years of relevant experience.
- The bidder must be in possession of the necessary equipment/machines and tools to perform the task.
- The bidder must produce a valid bank statement for the last six (6) months, financial report or a recently certified audit report.
- The bidder must provide past signed and stamp contracts as evidence
- Bidders must have proof of both technical and financial (operational) capacity for the implementation of the works
- Upon award and contracting of a bidder, all the works – must be implemented and completed concurrently at the agreed workplan.
- Participation: The tender is open on equal terms to all interested legal and eligible companies, legally registered and established locally in Somaliland with proven experience and technical capacity in construction works, in addition to proof of financial capacity.
- AWARD CRITERA
UoH is committed to running a fair and transparent tender process and ensuring that all bidders are treated and assessed equally during this tender process. Bidder responses will be evaluated against three weighted categories of criteria: Essential Criteria, Capability Criteria and Commercial Criteria.
5.1 ESSENTIAL CRITERIA (25%)
Criteria which bidders mustmeet in order to progress to the next round of evaluation. If a bidder does not meet any of the Essential Criteria, they will be excluded from the tender process immediately. These criteria are scored as ‘Pass’ / ‘Fail’.
The maximum score required for essential criteria is 25% – broken down as below
- 10 points Provide an Official Bank account with a proof of original statement of Transactions for the last 6 months
- 5 Points for the Updated company profile
- 5 Bidder to submit the CV and Certificate of one civil engineer with degree in Civil Engineering and at least 3 years’ experience
- 5 Points for the Registration Letter or Certificate of Company
5.2 CAPABILITY CRITERIA (30%)
Criteria used to evaluate the bidder’s ability, skill, and experience in relation to the requirements. All bids which pass the Essential Criteria will be evaluated against the same pre-agreed Capability Criteria.
The maximum score required for essential criteria is 30% – broken down as below
- Previous Experience of Construction/rehabilitation and renovation of office premises with past signed and stamp contract as evidence – 30%
- Please provide the three most recent signed and stamped contracts as evidence. Each contract must have a value of $50,000 or more. Contracts with values less than this will not be considered.
- A. 30 Points for 3 or more contracts of Construction/rehabilitation and renovation of office premises. Copies of signed and authentic contracts with official signature and stamp to be submitted
- B. 15 Points for 2 contracts of construction/rehabilitation and renovation of office premises. Copies of signed contracts with official signature and stamp to be submitted
- C. 7 points for 1 contract of construction/rehabilitation and renovation for office premises. Copies of signed contracts with official signature and stamp to be submitted
- 0 Points for zero contracts of Construction/rehabilitation and renovation of office premises
- Lead Time Work Plan 5%
- Bidder to provide a sufficiently detailed Workplan for the rehabilitation and renovation works which outlines the overall duration of the rehabilitation and renovations.
5.3 COMMERIAL CRITERIA (40%)
These criteria will be used to evaluate the commercial competitiveness of a bid. All bids which pass the Essential criteria will be evaluated against the same pre-agreed Commercial Criteria.
The lowest acceptable evaluated financial proposal passed from Essential and Capability criteria will be awarded the maximum commercial criteria score of 40%.
The commercial criteria score for all other bidders will be calculated using the formula below:

6. How to Apply
The UoH Procurement Committee will review the bidders and their tenders to determine, in accordance with the award criteria, whether to award the contract to any of the bidders.
- If a hard copy is needed, companies are advised to collect a complete set of bid documents and instructions at the UoH office between 7:30 AM and 5:00 PM from December 7 to December 15, 2025 (Tuesday to Wednesday).
- Sealed bid documents MUST be submitted to the University Admin and HR Office in a sealed envelope clearly stating the company name and contact address no later than Monday, December 15, 2025. - Late bids shall be rejected, and no liability will be accepted for loss, late delivery, or non-delivery. Bids will be opened at a later date, which will be communicated to all bidders.
