We are recruiting an experienced and motivated consultant with health financing and public financial management experience to provide technical assistance (TA) to the Federal Ministry of Health (FMoH) in Somlia.
The purpose of the assignment is to assess the current systems, gaps, and feasible entry points, to further inform provision of technical assistance for building the capacity of government, building systems and recommending necessary reforms and interventions in the health financing space.
The consultant will carry out an assessment of the current health financing landscape and the institutional and technical capacity and gaps of FMoH staff through report review and analysis, and stakeholder consultation. This will lead to the development of a prioritised plan for health financing support. Potential technical assistance and recommendations to improve domestic resource mobilisation (DRM), fiscal flows to the health sector, budget execution, accountability, and efficiency, are required depending on the initial assessment. The consultant will also lead the policy and institutional capacity building activities, with the aim to strengthen capacities within the FMOH and State level to plan, manage, monitor, and sustain health financing reforms.
Qualifications and Experience:

Demonstrated track record in health financing reform: revenue mobilisation, pooling, strategic purchasing, financial protection.

At least 8-10 years of relevant professional experience in health financing, DRM, fiscal policy, or public financial management in low-and-middle-income countries (LMICs), ideally in fragile or post-conflict settings.

Advanced degree (Master’s or higher) in health economics, public health, health financing, or related field.

Experience with stakeholder engagement, facilitation and capacity building, and policy development.

Ability to work cross-jurisdictionally (federal and state levels), and in insecure/ logistically challenging environments.

Good drafting skills (policies, strategies, reports), ability to produce clear deliverables on an ongoing basis.

Excellent communication skills (English, Somalia highly desirable).

Strong analytical skills: cost-analysis, quantitative and qualitative research methods.
Desirable Qualifications:

Prior work with Somalia’s Government on health or fiscal reforms.

Experience with diaspora engagement for health financing (e.g., Haiti’s model).

Familiarity with Somalia World Bank’s Recurrent Cost and Reform Financing Project, Somalia Enhancing Public Resource Management Project and other health care financing projects.
